Which has the greater degen? At the moment on my ranger i use apply poison but im trying to find melandrus arrows that make the target bleed, is the energy cost for the preparations the same? Also which has the greater health degeneration and so more effective, poison or bleeding??

Poison is -4 and bleeding is -3. Since 1 pip of degen is -2hp per sec the difference is small. In terms of effectiveness it's better to ask yourself which one of these can you apply more consistently? Apply poison isn't all that great in PvP. MA works well vs enchanted targets(which happens to be everyone thes days). So I'd go with MA unless there's another elite you want to use out there.
